Last night, former Pearland Councilmember and Attorney Felicia Harris Hosstook to social media expressing concern over an agenda item in tonight’s city council meeting.
Pearlanders – Tomorrow evening the City Manager will be asking the Council to Amend the City’s FY 2019-2020 Budget and authorize the City Manager “to take all actions necessary … without further approval of City Council.”

The documents presented in Council’s Agenda packet on this Amended Budget item have been added to HarrisHoss.com and can be DOWNLOADED (click the link below, and look under Pearland).
The memorandum to Council indicates:
— the City projects the General Fund balance will EXCEED previous YE projections by almost $1,600,000 (p.9);
— “The City’s largest revenue source, Property Taxes ($25.9 million of 40% of the Amended Budget) has EXCEEDED budget (p. 9);
— “Looking in detail at the revenue projection, it is important to note that through May (66.7% through the Fiscal Year) the City has IN THE BANK ALREADY 78.8% of budgeted revenue (p. 9);
— Staff is recommending spending $490,000 to buy vehicles to replace 6 Crown Victorias (that’s estimated at $81,666.67 per Crown Victoria to be replaced) (p. 11);
— WATER BILLING “Revenues in the self-supporting enterprise fund continue to EXCEED expenses.” However, City is projecting “a DECREASE of $3.4 million in water and sewer revenue charges.” (p. 12) The memo vaguely references “updated assumptions” but does not describe what they are.;
— the report of a third-party consultant is included & discusses sales tax revenues;
